U.S. Customs and Border Protection posted the interim final ruling in the Federal Register only twenty days after the Office of Management and Budget approved the ruling for finalization. The Basics of 10+2 ISF
ISF importers will be required to transmit all ten of the previously proposed data elements. CBP will be allowing a one year compliance date. CBP is aware that business practices will need to change in order to comply with this regulation. As of January 26th 2009 importers must begin 10+2 filing, but penalties for non-compliance issues will not be issued. During this phase in process a structured review will be in place to evaluate any difficulties importers are facing with compliance. Once 10+2 is in effect, each ISF violation will be equal to $5,000.
